Can a pung or kong be all jokers?

Short answer: concealed yes, exposed no
In your concealed hand, yes. As an exposure, no: you can only call a real tile, so every exposure contains at least the tile you called.
The detail
When you go Mah Jongg, a concealed pung, kong, quint or sextet made entirely of jokers is perfectly legal.
You do not need a matching real tile in your hand to call a discard. If you hold three jokers and someone discards a tile you need, you can call it and expose a kong of that tile plus your three jokers.
What you cannot do is expose jokers alone, because a discarded joker cannot be called.
