Can you call a discarded joker?

Short answer: no
No. A discarded joker is dead and cannot be called by anyone, for an exposure or for Mah Jongg.
The detail
Every other discard can be called, within the rules, but jokers are the exception. The Mahjong Line's rules summary puts it as any discard "except a joker".
