When can you start using the new card?

Short answer: when everyone has one
As soon as everyone at your table has it. There is no need to wait for a set date such as April 1.
The detail
The new card usually arrives in late March or early April. Agree as a group when to switch, so nobody plays a hand from the old card by mistake.
