Can you call another player dead?

Short answer: yes, at any time

Yes. Any player can call another player's hand dead at any time, if it cannot win or breaks a rule.

The detail

You do not have to wait for your turn. Common reasons: the player's exposures match no hand on the card; the hand cannot be finished because the tiles it needs are already dead on the table; the player has made an exposure for a hand that must be concealed; or the player has the wrong number of tiles.

Playing out of turn, picking ahead, and picking from the wrong end or the wrong wall also make a hand dead.

If the player denies it, both keep playing and the hand is checked at the end. Whoever turns out to be wrong pays the other 50 cents (League newsletter, 2020).
